Duplicates measure how many households a problem reached, not how many problems there were. Too few records to look for a monthly pattern at all. A quiet-month tour is the building at its best; do not price it as typical.
Advertised 'starting at' rents are per-bed minimums; the bed you are offered may cost more. A discount comes on top of the rent, it does not replace it. A gift card is a one-time saving; a monthly discount repeats each month. Coverage is capture-limited: months with no snapshot are unknowns, not evidence of no change (asymmetric-evidence rule).
